    THIS IS NOT A REQUEST FOR QUOTE.  THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO ROZIN SECURITY CONSULTING, LLC FOR RED TEAM SECURITY TRAINING.

    The United States Property and Fiscal Office for Florida (USPFO-FL), the Contracting Activity, intends to award a sole-source, firm-fixed-price contract for the Florida Army National Guard, the Requiring Activity, to Saluda River Consulting, LLC, 1432 Dailey Creek Rd, Saluda, SC 29138-9330. (SAM Unique Entity ID: WJG2CTT897Q8; CAGE: 13L40).

    In order to meet the Government’s mission to test readiness capabilities, maintain a high state of security readiness, and gain a better understanding of the overall KFOR operational environment, the Florida Army National Guard requires procurement of specialized Training (with a period of performance within 30 days of award). Salient characteristics of the 3-day (consecutive) in-person and on-site (at Camp Blanding Joint Training Center) training includes the following areas/topics.

    • Road to conflict for Bosnia – Yugoslavia Conflict
    • UN intervention
    • NATO Response
    • Political and Social Fallout in Kosovo and Serbia
    • Current Political and Social Landscape
    • Operating in a NATO Force Structure that is not led by US Forces
    • Interactions and Joint Operations with NATO and non-NATO Force providing nations
    • Chain of Command in KOSOVO – NATO, Army Europe, SHAPE and KFOR

    The Contracting Officer has determined that Saluda River Consulting, LLC has the capability to not only meet all salient requirements for this training, but also is the only vendor that can meet all salient requirements. This is a new requirement under the Simplified Acquisition Threshold.

    This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1). The NAICS code utilized for this procurement is 541611 Administrative Management and General Management Consulting Services, with a Small Business Size Standard of $24.5M. The PSC code is R243 Support- Professional: Intelligence.
