KIT, OVERHAUL, QUICK RELEASE, PERSONNELL PARACHUTE HARNESS

NSN 1670-015127742, KIT, OVERHAUL, QUICK RELEASE, PERSONNELL PARACHUTE HARNESS. The material being procured is part number 990010-9, currently manufactured by MISSION SYSTEMS DAVENPORT INC. (99251). THIS IS A NAVY IDENTIFIED CRITICAL SAFETY ITEM (CSI). The required quantity is 884 each, to be shipped to the DLA DISTRIBUTION JACKSONVILLE, BLDG 175 SWAN ROAD, JACKSONVILLE FL 32212-0103. This is a Critical Safety Item.  The required delivery time is 339 days. FOB Origin (First Destination Transportation) and Inspection and Acceptance at Origin are required.  This solicitation is not set aside for small business. This material is not commercial; therefore, the Government is using the policies contained in FAR Part 15 in its solicitation for this item.  However, interested suppliers may identify to the Contracting Officer their interest and capability to satisfy the Government’s requirement with the commercial item within 15 days of this notice. This solicitation will be available on the Internet at http://www.dibbs.bsmdla.mil/rfp on or about September 5, 2025. Hard copies of this solicitation are not available. 

Evaluation factors will be ranked in the following order of importance: price, past performance,  delivery and small business participation. When combined, price equals past performance and delivery together. The Government intends to conduct negotiations in an effort to obtain the best value possible. All offers shall be in English and in US dollars.
