OUSD(R&E) requires an S&T workforce analysis an on annual basis. This analysis results in an annual report to Congress describing the identification of items that need course correction and it provides recommendations for improvement in the S&T personnel flexibilities and authorities granted by congressional legislation in their annual NDAA. The annual analytical techniques and processes are critical to remain consistent from year-to-year to identify subtle trends or artificial results created from misrepresented workforce statistics and relationships resulting in Laboratory leadership changes to personnel policies or new Congressional legislation that is based on erroneous data. OUSD(R&E) has invested considerable resources with previous analytical studies for proper usage of the Office of Personnel & Manpower (OPM) group file supplied to the study and the various laboratory S&T statistics to ensure compatibility with historical results. The current IDIQ has ordering period of 24 November 2020 through 23 November 2025 with an extension of services clause for an additional six (6) months. Three (3) task orders have already been issued off this contract since its award and there is a fourth task order in process which will be awarded right after this ceiling increase modification is approved/awarded. Additionally, there are plans for two (2) additional task orders after Task Order 4. The appropriation for the task orders issued on this IDIQ will continue to be 0400 funding (DoD Wide Research and Development Funding).
