All other contracts awarded will use simplified acquisition procedures, to the extent possible, with resulting firm-fixed-price contracts. The contractor, or government agency, shall furnish all labor, equipment, transportation, supervision, supplies, and incidentals to perform the work as stated in their quote. The offeror will be responsible for writing the performance-based statement of work for its quote.
