    The Government intends to establish a BPA with multiple companies from this solicitation for the lease of temporary HVAC cooling units.  In the email response, the offeror shall include the following details for their company:
    - Company name or any "doing business as" names
    - Address
    - Telephone number
    - Cage code

    - A statement confirming you have read and understand and can perform the work outlined in the PWS
    - A statement verifying you are registered in SAM.gov

    - Market pricing of HVAC cooling systems available (Range of 3 Ton to 80 Ton)

    - Signed copy of the SF 1449 (Solicitation)

    To be considered, your quotation must be received by 1:00 PM MDT on September 12, 2025. Only email submissions will be
    accepted. You are responsible for confirming your quotation was received on time. The Offeror shall submit electronic copies of their quotation package via email to the following points of contact:

    Offerors should mark each page of their quote as "Proprietary Information" if they want it treated as such under the Procurement
    Integrity Act. The Government intends to evaluate offers and award a Blanket Purchase Agreement (BPA) without exchanges with
    offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However,
    the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.

    Request for Information (RFI):

    All questions and concerns must be submitted in writing via email to matthew.l.altenberg.mil@army.mil no later than 1:00 PM
    MDT on September 5, 2025. To ensure your questions are properly addressed, please number them, make them clear and concise,
    and reference the specific page and section of the Request for Information (RFI), if applicable. All questions will be consolidated and
    answered in a single document, which will be issued as an amendment to this RFI. You are required to provide an acknowledgment of any solicitation amendments. The Government is not obligated to award a contract or pay for any offer preparation costs as a result of this RFI process.

    SAM Registration:
    In accordance with FAR 4.1102(a), offerors are required to be registered in SAM at the time an offer or quotation is submitted to
    comply with the annual representations and certifications requirement. The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier (UEID)" followed by the unique entity identifier that identifies the Offeror's name and address. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www. sam.gov to obtain one.

    Emergencies:
    If an emergency or unexpected event prevents the government from receiving offers by the deadline, the due date is automatically
    extended. The new deadline will be the same time of day on the first workday that normal government operations resume.

    Basis for BPA Establishment:
    The Government intends to evaluate offers and establish a BPA without exchanges; however, this does not preclude the Government from having exchanges if it is in the best interest of the Government to do so. The Government may establish a BPA at any time, before the offer's specified expiration time, unless a written notice of withdrawal is received.
