The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division Northeast (HCD-NE) on behalf of the 52nd Medical Clinic at Spangdahlem, Germany, intends to award a firm fixed price contract on a sole source basis to Ortho Clinical Diagnostics GMBH located at Von-Hunefeld- STR.2 Koln 50829, Germany. 

The anticipated award will be made under the statutory authority permitting Other than Full and Open Competition, FAR 13.106-1(b), Soliciting from a Single Source for Purchases not exceeding the simplified acquisition threshold.  The contract is for the lease of one (1) Vitros XT3400 Chemistry Analyzer System, reagents, maintenance services, training and consumables for 52nd Medical Clinic.

The anticipated period of performance is from September 30, 2025, to September 29, 2026, plus four option years. The applicable North American Industry Classification System (NAICS) Code for this requirement is 325413 In-Vitro Diagnostic Substance Manufacturing with a Small Business Size Standard of 1250 Employees. This notice of intent is NOT a request for competitive quotations. The Proposed Contractor is the only organization uniquely qualified to provide the required services to ensure that there is no interruption in services that could impact direct patient care.

Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.  Inquiries and responses must be submitted in writing via email to judith.s.meynard.ctr@health.mil and cc: erica.s.oh.civ@health.mil not later than August 15, 2025 at 10;00 am. If no affirmative written response is received by the requested date, the contract will be issued without further notice.
