This is a PRESOLICITATION NOTICE for the upcoming Solicitation No. 75H70126R00029 LED Lighting Replacement at Pine Ridge Hospital, located in Pine Ridge, SD. These construction services will be in support of the Indian Health Service (IHS) prepared in accordance with FAR Part 36. The Government anticipates releasing the solicitation on or about July 01, 2026 and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov under Contract Opportunities. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov. SCOPE OF WORK: The purpose of this project is for the replacement of all fluorescent and incandescent light fixtures at the Pine Ridge hospital. This includes all interior lights of the hospital that have not already been replaced with LED light fixtures. This project also includes introducing control systems for all lights. Contractor shall install products following all manufacturers specifications. LOCATION OF PROJECT: All work shall be performed at the Pine Ridge Hospital, 607 Indian Health Road, Pine Ridge, SD 57770. TERO: TERO fees do apply. (More information will be released in solicitation, but the TERO/Taxation & Revenue office phone number is 605-867-5167) CONSTRUCTION DURATION: Period of Performance is 180 calendar days from issuance of the Notice to Proceed. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000.00 and $5,000,000.00. SITE VISIT: Details regarding the Site Visit will be included in the solicitation. NOTE: ALL DATES ARE SUBJECT TO CHANGE. CONTRACT TYPE: The Indian Health Service intends to award a single Firm Fixed Price (FFP) contract in support of this requirement. This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria. This project will be solicited as 100% set aside for Indian Small Business Economic Enterprise (ISBEE) pursuant to the Buy Indian Act under North American Industry Classification System (NAICS) code 238210 Electrical Contractors and Other Wiring Installation Contractors. The associated size standard for this procurement is $19.0 million. For information concerning NAICS and SBA size standards, go to http://www.sba.gov. Registration in the System for Award Management (SAM) database is mandatory to be considered for award.
