    3/3/2026 - Amendment 0001 and respective revised attachments are attached. offerors shall refer to attached amendment 0001 and updated documents Offerors shall refer to the attachments: combined synopsis and additional attachments The Regional Procurement Support Office (RPSO) Frankfurt would like to invite your company to submit a proposal for Health Insurance services for Locally Engaged Staff and their dependents at the U.S. Embassy Valletta, Republic of Malta as per the attached combined synopsis/solicitation document. The complete proposal shall be submitted by e-mail no later than 14:00 hours Central European Time (C.E.T.) on March 11, 2026., via email to Ms. Alexandra Perez Acevedo at PerezAcevedoA@state.gov. The email subject line must read “Proposal 19GE5026R0020”. All documents shall be submitted in the Microsoft word or the Adobe pdf format and shall be named / numbered to appear in the e-mail(s) in the correct sequence. The one exception is Attachment 1, which shall be submitted as completed Microsoft Excel spreadsheet. The limit per e-mail is 50MB. Zipped files (zip or .rar) are not permitted. Late submissions shall not be considered. Please note: All communication and the award documents shall be in English. Do NOT contact the Embassy directly regarding this project. Attachment 1 of the solicitation contains the Microsoft Excel spreadsheet for pricing you need to complete / submit. You may choose the currency of your offer, but we would like to point out that your chosen currency cannot be changed at any later date. Offerors shall submit their proposal in accordance with the instructions set forth in Section III of the solicitation. Including those attachments under section I required to be completed by the offeror. An active SAM registration is a condition of award (See Section 2, FAR clause 52.212-4 (t)). Section V of the solicitation contains the representations and certifications you need to complete / submit. The Vendor Shall submit Form W-14 (if applicable). Use of electronic depositories is not permitted A virtual pre-proposal conference to discuss the terms and conditions of this solicitation and resulting contract and to explain the Instructions to Offerors for proposal submission will be held on February 11, 2026, at 11:00 Hours Central European Time (C.E.T.) via Webex. Prior registration is required. Interested offerors shall register for the pre-proposal conference not later than 13:00 Hours Central European Time, February 09, 2026, with an email to PerezAcevedoA@state.gov. Any questions regarding the subject solicitation shall be directed to Ms. Alexandra Perez Acevedo via e-mail PerezAcevedoA@state.gov no later 14:00 hours Central European Time (C.E.T.) on February 17, 2026. Questions will be collected and, in the interest of fair contracting, the replies will be provided anonymously in form of a solicitation amendment.
