    Description

    The Office of the Comptroller of the Currency (OCC) hereby gives notice of their intent to award a firm fixed price contract to RELX Inc. 1150 18th Street NW Suite 600 Washington DC, 20036-3843. On a sole source basis utilizing FAR 13.5, Simplified Acquisition for Certain Commercial Items, procedures in accordance with 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is for LexisNexis Digital Library Subscription.

    Based on market research, RELX Inc is the only vendor that meets the requirements below.

    Data consistency/comparability: LexisNexis Digital Library provides core titles in banking, administrative law, and federal practice, that are essential tools for the OCC.  The collection includes titles in eBook and print formats, regularly updated with current law, which are proprietary and not available from any other legal publisher. 

    Additionally, the LexisNexis Digital Library supports the integration of eBooks from other publishers covering economics onto its platform, making the system valuable to economists as well.  The eBook platform is essential to support the OCC employees who work at locations outside of headquarters and require desktop access to legal and finance information.

    Period of Performance: 10/01/2025 – 09/30/2026

    This is not a request for competitive proposals; however, the Government will consider responses from all responsible sources received before the closing date of this notice.
