1. SYNOPSIS
In accordance with FAR 15.201 and in anticipation of a potential future program, this sources sought notice is being issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office (PEO) Integrated Warfare Systems (IWS) 4.0 International Programs and Foreign Military Sales Directorate. The Government is conducting market research to determine industry interest and capability in regard to technical/engineering services and materials requirements to support advanced studies, sustainment, and Lifetime Support (LTS) for the international partners assessing or operating the AEGIS Combat System (ACS).
This sources sought notice is intended for planning purposes only and is issued solely for conducting market research in accordance with FAR Part 10. This does NOT constitute a Request for Proposal (RFP). The Government is NOT seeking or accepting unsolicited proposals. This notice shall NOT be construed as a contract, a promise to contract, or a commitment of any kind by the Government. If a solicitation is issued in the future, it will be announced via the SAM.gov website, and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this sources sought notice.
2. RESPONSE REQUIREMENTS
2.1 General.
Interested parties shall submit responses via email to Bradford Rhines at bradford.c.rhines.civ@us.navy.mil, Contracting Officer, William Jee at william.j.jee.civ@us.navy.mil, and Contract Specialist, Hamza Al Ameen at hamza.alameen.civ@us.navy.mil by the closing date and time of this sources sought notice on Friday, 13 February 2026. The subject field of the email should contain “LTS for ACS Sources Sought.” Responses should indicate sufficient detail for assessment of potential contracting strategies and company interest. Failure to provide a response does not preclude participation in any possible future RFP, if issued.
Please be advised that all submissions in response to this sources sought notice become Government Property and will not be returned. Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations. Please note that industry participation is voluntary and the Government will not reimburse any expenses for any efforts expended as a result of or in response to this notice.
Questions regarding this announcement shall be submitted in writing via e-mail to the Contract Specialist and Contracting Officer’s email addresses. Verbal questions will not be accepted. Questions shall not contain classified information.

2.5 Classification. Interested parties must ensure responses are unclassified and appropriately marked.
