    THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR EITHER A QUOTE OR PROPOSAL, OR AN INVITATION FOR A BID.  THE INTENT OF THIS SOURCES SOUGHT IS TO IDENTIFY POTENTIAL CERTIFIED/AUTHORIZED LINK-BELT DEALER INTERESTED IN PERFORMING CRANE REPAIRS AT NAVAL SUPPORT ACTIVITY (NDA) PANAMA CITY, FLORIDA.  NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE CURRENTLY AVAILABLE. 

    The purpose of this notice is to gain knowledge of qualified and interested participants in any of the following categories: large business; small business; U.S. Small Business Administration (SBA) certified 8(a) business development participants; SBA certified HUBZone small business concerns; service-disabled veteran-owned small business (SDVOSB) concerns; veteran-owned small business (VOSB) concerns; and women-owned small business (WOSB) concerns.  Potential sources should have current relevant qualifications, experience, personnel, security approvals, equipment, and capability to perform services to repair a Link-Belt RTC-8065 rough terrain crane at NSA Panama City, Florida.  Potential sources must be certified/authorized Link-Belt Dealer. 

    Any resulting contract will be a firm-fixed-price contract. It is anticipated the delivery period will be 60 days after date of contract award.  The anticipated performance start date is fourth quarter fiscal year 25.

    The services include, but are not limited to: repair a Link-Belt RTC-8065 rough terrain crane that was delivered damaged and is currently non-operational.  The Contractor will be expected to furnish all labor, materials, tools, equipment and supervision necessary to diagnose, repair and certify the crane's operational status. Repairs are expected to include the following:

    • Boom & Structural
      • Boom tip brackets
      • Boom lip wire rope guard bracket
      • Damaged top sheaves (main and auxiliary winch)
    • Lifting and Load Monitory Systems (LMI/RCL)
      • LMI cable reel assembly
      • Angle sensor, transducer, junction box, and supporting harnesses
      • Software update for RCL system, as needed
    • Camera and Display Systems
      • Winch/rear/side view cameras and displays
      • Related harnesses, connectors, and LCD monitor
    • Hydraulic and Wire Rope Systems
      • Main winch wire rope
      • Tensioning of new rope
    • Cab and Controls
      • Difficult-to-operate cab door
      • Non-functioning emergency stop switch
      • Windshield wiper assembly and motor
      • Air conditioning system
    • Instrumentation and Accessories
      • Wind speed gauge and mounting bracket
      • Any additional missing or malfunctioning indicators/sensors
    • Testing and Certification
      • Perform full post-repair functional testing
      • Provide written damage assessments of any additional issues discovered
      • Submit certification of operational safety in accordance with OSHA, NAVFAC, and EM 385-1-1 standards.

    The estimated annual magnitude for this procurement is between $25,000.00 to $100,000.00.

    The Government will use the sources sought responses along with other market research to make various determinations regarding procurement of these services. Industry will be notified of the results of this evaluation and the set-aside determination via the pre-solicitation/synopsis notice.
