This is NOT a solicitation for proposal. No awards will be made from the responses to this announcement. The Defense Logistics Agency (DLA) Aerospace Energy Business Unit, as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, requires delivery of Liquid Argon, (NSN: 6830-01-649-9072) which shall meet the requirements of CGA G11.1 dated 9 August 2023; Liquid Oxygen, (NSN: 9135-01-665-3259) which shall meet the requirements of MIL-PRF-25508J, dated 2 March 2020; Liquid Nitrogen, (NSN: 6830-01-666-3654) which shall meet the requirements of CGA G-10.1, dated 3 October 1994; Liquid Nitrogen, (NSN: 6830-01-666-3433) which shall meet the requirements of Commercial Item Description A-A-59503B, dated 24 October 2019, Nitrogen Technical; Liquid Nitrogen, (NSN: 6830-01-666-3433) which shall meet the requirements of Commercial Item Description A-A-59503D, dated 24 October 2019, Nitrogen Technical; and Liquid Nitrogen, (NSN: 9135-01-666-3200) which shall meet the requirements of MIL-PRF-27401H, dated 9 January 2024. The requirement is for a total estimated quantity of 12,980 tons of LNA, 128,000 pounds of LNL, 311,900 gallons of LN2, 1,000 tons of LOX, and 1,132,000 pounds of LAC. The following associated service CLINs will be included for expedited/emergency delivery, detention fee, fill line restriction orifice, tank hot fill, equipment installation, equipment removal, and equipment usage. The Contractor shall provide all product, materials, supplies, management, tools, equipment, and labor necessary for the delivery of Liquid Argon, Liquid Oxygen, and Liquid Nitrogen f.o.b. destination into Government-owned containers. Period of performance is 1 November 2025 to 31 October 2030. Offers must be able to provide the Liquid Argon, Liquid Oxygen, and Liquid Nitrogen products in support to the DLA Energy customer, but this requirement will be competed amongst all suppliers who can offer these products. As stated under Federal Acquisition Regulation (FAR) 6.302-1(b)(1)(i), statutory authority for this contracting action is 41 U.S.C.§D3304(a)(1). The head of an agency may use procedures other than competitive procedures when there is a reasonable basis to conclude that the agency’s minimum needs can be satisfied by only one supplier with unique capabilities to meet the entire requirement. The Government intends to award a Firm Fixed-Price Type Requirements Contract with a five-year period of performance using Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items procedures.
