Recruitment efforts require access to a widely recognized employment marketplace with significant candidate reach throughout the United Kingdom labor market. The Civilian Personnel Office requires a commercial solution capable of attracting qualified candidates through job advertisement distribution, candidate matching technologies, resume database access, sponsored job promotion, and recruitment analytics. These services are necessary to ensure a robust pipeline of qualified candidates to support the ongoing missions at RAF Lakenheath, RAF Mildenhall, and other UK service locations.
The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to perform strategic recruitment campaign management for Local National Direct Hire positions at RAF Lakenheath, RAF Mildenhall and other UK service locations. The Contractor shall ensure these campaigns result in a qualified, targeted applicant pool meeting the qualifications specified in the job postings and shall perform all services in adherence to the requirements a Performance Work Statement (PWS).
The online job recruitment website must be able to do at a minimum the following:
- Publish job advertisements and allow authorized Government users to create, edit, publish, renew, and close vacancy announcements.
-Provide sponsored or promoted job advertisement that increases visibility of positions to prospective applicants.
-Distribute vacancy announcements through major UK-specific platforms/websites (e.g., Glassdoor, Reed, LinkedIn, local community boards), search engines, and recruitment networks.
-Provide access to a searchable database of candidate resumes, and profiles.
-Provide candidate matching capabilities that identify potential applicants whose qualifications align with vacancy requirements.
-Provide an employer profile page or equivalent capability and allow display of organizational descriptions, mission information, workplace benefits, and recruitment messaging.
-Allow applicants to be redirected to Government-designated application systems or websites.
-Provide access to an analytics dashboard that delivers intelligent, data-driven recommendations to optimize campaign performance, budget allocation, and scheduling.
This Notice of Intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice may submit capability statements (no more than 5 pages), including price, with sufficient documentation to establish capability in providing the same or similar facilities/products/services. Font size/style must be 10-point Times New Roman font for Text, 9-point font in the Arial family for Tables, and 8-point font in the Arial family for Graphics. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive.
The NAICS code for this action is 561311. All capability statements received by the closing date of this notice will be considered by the Government. A determination by the Government to or not to initiate a competitive solicitation based on responses received is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
