Amendment 0004, June 22, 2026

Amendment 0004 is being issued to include RFI questions that were not answered in Amendment 0003, it also provides a new section of the RFP C.2.10 BPA Ordering Procedures, attached below.  A revised RFP with the new section is not being issued at this time. The due date for proposals remains the same at June 26, 2026 at 10:00 AM Eastern Time. 

All other terms and conditions remain unchanged.

Amendment 0003, June 17, 2026

Amendment 0003 is being issued to extend the due date for proposals to June 26, 2026 at 10:00 AM Eastern Time.  This amendment also provides answers to questions received to date, an updated pricing sheet, an updated Quality Assurance Surveillance Plan (QASP), Attachment 4 Organizational Conflict of Interest Form, and an updated Solicitation Document. The version identifier AM0003 06 17 2026 has been added to the header of the solicitation to help contractors differentiate the updated solicitation.  Please see below for the amended Solicitation Sections:

• C.1.6. Proposal Due Date - The due date for Proposals is now June 26, 2026 at 10:00 AM Eastern Time.  
• C.2.1 Incorporation of Documents - Now include Attachment 4: Organizational Conflict of Interest form
• C.2.7 & E.1.1 - have been updated to show 10 business days to review deliverables. 
• C.2.9 Blanket Purchase Agreement (BPA) Requirements has been added to the Solicitation
• G.2.1 - Has been updated to reference Attachment 2: Quality Assurance Surveillance Plan (QASP)
• PWS section 5.1.3.5 File Review Process now Mentions ASSIST for invoicing procedures. 
• Section I - FAR 52.248-1 Value Engineering has been added to the list of applicable clauses.

Amendment 0002, June 10, 2026

The due date for proposals has been extended to 4:00 PM Eastern Time, on June 17, 2026.  The project team is still working on answers to questions received.  A subsequent amendment will be published containing answers to questions received. 

Amendment 0001, June 3 2026

The due date for proposals has been extended to 4:00 PM Eastern Time, on June 10, 2026. 

Description 

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR parts 12 and 15. This combined synopsis constitutes the only solicitation. Solicitation number 47QACA26R0274 is issued as a request for proposals (RFP) for a Blanket Purchase Agreement (BPA) for  loan file review services. 

This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. 

In accordance with FAR 12.202(b)(1) the following information is being included in this synopsis/solicitation. 

A list of line-item number(s) and items, quantities, and units of measure (including option(s), if applicable).
