    Description

    The Regional Procurement Support Office, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for:

    Health Insurance for Locally Employed Staff for the U.S. Embassy Harare, Zimbabwe

    The Regional Procurement Support Office in Frankfurt, Germany, intends to issue an RFP and award a firm-fixed price with economic adjustment Indefinite Delivery Indefinite Quantity (IDIQ) type of contract for one Base and four Option Years.

    The successful contractor shall provide competitive proposals for a new Health Insurance for Locally Employed Staff (LE Staff).

    The contract’s period of performance shall begin upon the issuance of a notice to proceed and last 12 months, with four additional option year periods.

    The solicitation package will be posted on www.sam.gov under solicitation number 19GE5026R0003. The solicitation will be posted as soon as it becomes available.

    Firms shall be knowledgeable in written and spoken English. The proposal must be submitted in the English language only.

    In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it is required for your organization to possess authorization to operate and do business in the country in which this contract will be performed. If your organization has not yet obtained authorization to at time of proposal submission, the following shall the provided with your proposal:

    a.   A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the given country and to obtain in-country business registration.

    b.   Details of your findings and a description of what your organization will be required to undertake to obtain licensing; and

    c.   Specific information concerning the period of time you anticipate it will take to obtain appropriate authorization.

    Firms will be required to provide information that clearly shows their ability to perform work in Zimbabwe. Any entry or work visa issues requirements must be clearly discussed with a plan to mitigate any risk clearly identified. 

    Proof of active System for Award Management (SAM) registration status is required at time of proposal submission. If a firm does not yet have an active SAM registration status, they shall register at www.sam.gov as soon as possible and provide with their proposal the NCAGE code and completed representations and certifications provided in the RFP. Contract award can only be made to a contractor who is registered in the System for Award Management (SAM).

    Offerors may obtain information on registration and annual confirmation requirements at the help tab of https://www.sam.gov and the Federal Service Desk: www.fsd.gov. (The FSD is a free technical support service desk for user assistance.)

    Solicitation and award will be subject to the laws and regulations of the United States of America. This requirement is being competed utilizing full and open competition procedures.
