C.1 Introduction
Internal Revenue Service (IRS) field employees research various locator tools and services to locate taxpayers and their assets. IRS will award this contract for one year.
This contractor provides the UCC filings data, Utah Corporate Records search, DMV Title registrations and driver’s license records. Every case the Revenue Officer works needs verification through the Utah.gov data bases. All information, whether printed in person or on-line, incurs the same unit printing price. Use of this resource eliminates the travel time and travel expenses for the government.
C.2 General
Estimated that approximately 30 users in the State of Utah will be using the system.
Due to the vast geographic area and transportation cost/limitations the real time information provided thru this contract is critical for our Field personnel.
C.3 Section 508 Compliance
The contractor shall comply with information technology accessibility requirements mandated by Section 508 of the Rehabilitation Act. Reports and documents produced must be accessible to persons with disabilities. Reference relevant contract clauses for detailed requirements.
All applicable technical standards identified below, will be included as requirements in the New Base Contract and the SOW/PWS/SOO for this procurement, with any proposals received being evaluated for compliance with those standards. The requisite Section 508 Procurement clauses must be in the contract that cite and select the specified provisions:
Section 508 is a federal law which requires programs and activities funded by federal agencies to be accessible to people with disabilities, including federal employees and members of the public. Section 508 covers information and communication technology (ICT) developed, procured, maintained, or used by federal agencies.
However, these federal statutes cannot be imposed on State and/or Local Governments per guidance given by Dept. of Justice (https://www.justice.gov/crt/section-508-home-page-0).
Given this scenario, it is possible that federal employees may be exposed to technology that does not meet the federal standards for accessibility and can negatively impact employees’ ability to accomplish their assignment(s). This becomes risk that the business organization accepts and it becomes incumbent upon the requesting business organization to mitigate the risk and take positive steps to accommodate the employee. While we understand that, these products and services have been deemed essential to accomplishing the Agency’s mission, it is also the Agency’s mission to provide a workplace that promotes equal access to opportunities by people with disabilities.
Coordination to procure the products/required access should be presented directly to the Procurement office. There is no basis for an IRAP review with this type of
request.
C.4 Work Requirements – Data Access
C.4.1 System Requirements
The contractor shall provide access via on-line system through a secure login and password for each registered user. System must be compatible with desktops and laptops using Windows
Users may access the data either in the office or in an off-site location. IRS provides users the equipment and software to connect outside the office using secure dial-in (SDI) or through a virtual private network (VPN).
C.4. Product Requirements
The contractor shall provide the following services (but is not limited to) for the State of Utah:

At a minimum, the contractor shall provide access during the hours, 6 am to 7 pm Mountain Time Zone, Monday through Friday.

C6. Quality Assurance
Supplies or services delivered as a result of this solicitation will be accepted based in part on satisfaction of identified Section 508 requirements for accessibility.
Inspection and acceptance of all work performed shall be monitored by a representative of the IRS. Any problems, concerns or comments will be forwarded to the contractor, who shall ensure that each deliverable is completed to the satisfaction of the IRS.
C7. Period of Performance
The Period of Performance for this purchase order shall be for a one (1) year Base Period from October 01, 2025, through September 30, 2026, and four (4) Option Periods:
