    Description

    The United States (U.S) Army Contracting Command – Rock Island (ACC-RI) on behalf of the Office of the Program Manager – Saudi Arabia Ministry of National Guard (OPM-SANG) is seeking sources capable of providing logistics support services in support of all Ministry of National Guard (MNG) Aviation. This notice is issued solely for market research purposes to identify potential vendors with the capability to fulfill the requirements outlined below. This is not a solicitation for proposals, and no contract will be awarded from this notice.

    The logistics support services will include, but are not limited to:

    1. Logistics Management
      • Development and implementation of Logistics Management Standard Operating Procedures (SOPs) addressing support strategy, methodology, and processes.
      • Management of technical supply, spare parts density, ordering procedures, requisition tracking, demilitarization, security, packaging, and inventory management.
    2. Supply Chain Management
      • Utilization of MNG-provided G21 ERP computer-based Logistics/Supply Chain Management (LSCM) system for parts ordering, tracking, warehousing, and reporting.
      • Management of repairable items, spares, and consumables.
      • Monthly and annual inventory reporting.
    3. Aircraft Components and Parts Management
      • Management of aircraft components and parts inventory, including tracking, configuration management, and reporting.
      • Coordination with the maintenance contractor to ensure timely requisitions, forecasting, and demand analysis of parts for various aircraft types, including AH-64E, AH-6i, MD-530F, and UH-60M.
      • Knowledge and experience in using U.S. Government systems such as Defense Logistics Agency (DLA) and other applicable systems for requisitioning and managing parts.
    4. Stock and Inventory Management
      • Establishment of stock management programs to support MNG Aviation assets, including Authorized Stock List (ASL), shop stock, and bench stock items.
      • Accountability for supply inventory, including tracking, configuration management, storage, and reporting.
    5. Warehouse Operations
      • Operation of supply warehouses with appropriate bins, racks, aisles, HAZMAT, POL (packaged), and quarantine areas.
      • Management of issue windows for maintenance personnel and quality control inspections for incoming and outgoing parts.
    6. Packaging and Transportation
      • Inspection, packaging, and proper disposal of supply classes.
      • Coordination of transportation and shipping activities for exports, imports, and local shipments.
    7. Warranty and Repair Management
      • Coordination of warranty claims and management of repairable items through organic and commercial repair and return programs.
    8. Forecasting and Planning
      • Maintenance of forecasting and planning programs to ensure optimal stock levels and operational readiness.
      • Conducting demand analysis to anticipate future requirements and avoid supply chain disruptions.

    1. Capability Statement
      • Describe your company’s experience and ability to provide logistics support services as outlined above.
      • Include details of past performance on similar contracts, particularly in aviation logistics, supply chain management, and aircraft components management.
    2. Technical Approach
      • Provide a brief overview of your approach to meeting the requirements, including the use of ERP systems, inventory management tools, and U.S. Government systems such as DLA.
    3. Key Personnel
      • Provide resumes or qualifications of personnel who would be assigned to this contract, highlighting expertise in logistics, supply chain management, and aircraft parts management.
    4. Company Information
      • Name, address, DUNS number, CAGE code, and point of contact information.
      • Indicate whether your company is a U.S Company, Saudi Company, or a combination of both. i.e. Joint Venture (JV)
    5. Additional Information
