    Description

    The NAVSUP Fleet Logistics Center Norfolk intends to acquire operation and maintenance services for the Forces Surveillance Support Center (FSSC) Relocatable Over-the-Horizon Radar (ROTHR) system. The ROTHR System is a very unique radar system that uses high-frequency (HF) over-the-horizon (OTH) radar to track and detect drug trafficking activities in Northern South American and Caribbean and Gulf of Mexico basins. It is used by the Navy, North American Defense (NORAD), Customs, Drug Enforcement Agency (DEA), and other national security agencies for Homeland Security, Counter-Narcoterrorism and Anti-Terrorism activities. The system consists of an Operations Control Center (OCC), three land-based, bi-static, high frequency, Doppler radar sites consisting of transmit and receive sites, and support facilities. The three ROTHR systems are located in Virginia, Texas, and Puerto Rico. The operation and maintenance (O and M) services are required 24 hours/day, 7 days/week, 365 days/year. The requirement presents several challenges to the Contractor including having to work with a mature system, dealing with parts obsolescence, and the Government does not possess the Level III technical data associated with this unique legacy system. The placement of a Cost-Plus-Award-Fee (CPAF), Performance-Based type contract is anticipated. The period of performance will be for a 12 month base period plus four one-year options beginning on 1 May 2026. The applicable NAICS code is 541990 and the FSC is M1BC. The solicitation is anticipated to be posted to Navy Electronic Commerce Online (NECO) https://www.neco.navy.mil under solicitation N00189-25-R-Z003. The proposed contract action is for services for which the Government intends to solicit on an unrestricted basis. The Small Business office has reviewed the market research and concurs with the acquisition strategy identified herein.
