    Description

    Stony Creek Federal Navigation Project Dredging Pre-Solicitation Notice The U.S. Army Corps of Engineers, New England District will be issuing Invitation for Bids for the Stony Creek Federal Navigation Project, located in Branford, Connecticut. This procurement is a Small Business Set Aside Invitation for Bid (IFB). The NAICS code for the work is 237990 with a size standard of $37M. Construction is expected to take about three months to complete. The estimated construction cost is $1,000,000 to $5,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The Stony Creek Harbor FNP consists of an entrance channel 6 feet deep, 100 feet wide from deep water in Long Island Sound to a point 800 feet north of the public wharf at Stony Creek, and a maneuvering basin 6 feet deep totaling 3.2 acres adjacent to the channel north of the wharf. The proposed work consists of dredging up to approximately 51,900 cubic yards (CY) of shoaled material over an 8.17-acre area. The material is fine-grained/silt and will be transported by scow and placed at Central Long Island Disposal Site (CLDS), approximately 11 miles away. Dredging operations can start on October 1, 2025, for maintenance dredging using a mechanical dredge and placement in open water at CLDS. All work must be complete by January 1, 2026. In order to accomplish all dredging requirements within the specified dredging window the Contractor will need to meet a production rate of at least 22,600 CY per 30 consecutive calendar day period. This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about mid-May 2025. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the System of Award Management website (https://beta.sam.gov/).
