MAINTENANCE, REPAIR, AND PRESERVATION OF BELUGA RCD BARGE

4 APRIL 2025: The purpose of amendment 0003 is to update Section M, Subfactor 1.3, Facility.

26 MARCH 2025: The purpose of amendment 0002 is to update Section L to reflect the updated ship check date to 2 April 2025 and update the badging request due date to 28 March 2025.

20 MARCH 2025: The purpose of amendment 0001 is to update Attachment J-1 Statement of Work as of 11 March 2025 and to upload the answer to RFC 01.

The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF), Bremerton, Washington intends to award a stand-alone Firm-Fixed-Price contract to accomplish maintenance, repair, and preservation of one (1) Beluga RCD Barge. The Beluga RCD Barge characteristics are 240 FT length, 60 FT width, 2.8 FT FWD/3.3 FT AFT Draft, 988.25 L Tons full displacement, 46 years of age, and hull material is steel. The Contractors facility must possess the capability of accommodating one (1) Beluga RCD Barge with the dimensions as stated above. To facilitate proper government oversight, the facility shall be located in the Pacific Northwest region. For this procurement, the Pacific Northwest region is defined as the West Coast of the continental US, starting from Olympia, WA and extending northward to Bellingham, WA, westward to Neah Bay, WA, southward to Portland, OR, and eastward to Washougal, WA. Scope Overview: Coordinate with the Contracting Officer, via the Contracting Officer's Representative (COR) to deliver the vessel to the Contractor's facility. Upon docking vessel, wash, and clean vessel. Accomplish Steel repairs. Generate ABS approved 'Red Line' drawing. Coordinate ABS inspections. Undock the vessel. Arrange and coordinate the delivery of the vessel back to the Government with the Contracting Officer via the COR. The vessel availability is scheduled to be 23 June 2025 to 11 August 2025.This is full and open competition.
