MARITIME PATROL AIRCRAFT MAINTENANCE, LOGISTICAL AND ENGINEERING SERVICES

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is an RFI released pursuant to FAR 15.201(e). This RFI is issued solely for information, planning purposes and market research only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This RFI does not commit the Government to contract for any supply or service. CBP is not currently seeking proposals. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, it will be via the System for Award Management (SAM.gov). It is the responsibility of the potential offerors to monitor this website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned.

The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Air and Marine Operations (AMO) is seeking industry input regarding a potential acquisition strategy that would consolidate sustainment, logistics, and related support services for the P-3 Orion, DHC-8, and C-130 aircraft under a single contract vehicle.  CBP intends to retire the P-3 fleet over the next decade and requires a strategy that will ensure effective sustainment of the remaining fleets throughout this transition period.

This market research effort is intended to:

• Assess the feasibility of combining multiple aircraft platforms under one acquisition strategy.
• Identify potential efficiencies, cost savings, and process improvements achievable through consolidation.
• Evaluate industry capability to manage and execute sustainment activities across multiple aircraft platforms.
• Identify potential risks, including technical, schedule, and supply chain considerations, and recommended mitigation strategies.

The requested feedback should consider the following areas:

1. Technical Feasibility: Ability to provide integrated sustainment support for the P-3, DHC-8, and C-130 fleets.
2. Contract Approach: Recommended contract types, pricing structures, and performance incentives to encourage innovation and cost efficiency.
3. Risk Identification: Anticipated challenges and risk mitigation strategies for combined platform sustainment.
4. Teaming Arrangements: Capability to support multiple aircraft platforms, including recommended prime/subcontractor teaming models.
5. Organizational, Intermediate, and Depot-Level Maintenance: Recommendations for structuring maintenance across all three levels for a multi-aircraft fleet.
6. Logistics and Supply Chain Support: Strategies for managing parts availability, supply chain risk, and inventory control across platforms.
7. Transition Planning: Approaches for sustaining P-3 operations during its retirement timeline while supporting ongoing DHC-8 and C-130 operations.
8. Contract Vehicle Design: Recommendations for single vs. multiple award strategies, incentive structures, and performance metrics to ensure optimal vendor performance.

Regulatory Environment
CBP aircraft are being operated and maintained as Public Use Aircraft as defined by Title 14 of the Code of Federal Regulations (14 CFR). CBP is not subject to Federal Aviation Administration (FAA) oversight; however, FAA regulations and policies are adhered to whenever applicable, i.e. compliance with general operating rules applicable to all aircraft operating in the National Airspace System. Therefore, CBP requires professional certification and maintainers to comply with Original Equipment Manufacturer (OEM) recommended maintenance processes and procedures.

Responses
Responses to the RFI should be submitted in Microsoft WORD or Adobe PDF format and shall be limited to a maximum of 15 pages.

Industry Communications
AMO representatives may or may not choose to meet with respondents. If communications occur, they would be intended to obtain additional clarification on the potential capability of a company to meet the requirements contained herein, or the benefits and risks of the options under consideration. Any discussions would be with individual respondents and not with all or groups of companies.

Questions regarding this RFI shall be submitted in writing via e-mail CBPMPArecompete@cbp.dhs.gov. Submission of questions through any other means will not be accepted. The Government does not guarantee that questions received after the submission cut-off date will be answered.
