The Naval Facilities Engineering Systems Command (NAVFAC) is seeking to identify qualified and experienced firms capable of providing comprehensive market research and analysis to inform acquisition strategies for upcoming, large-scale construction projects in Yap, Palau, and Tinian. BACKGROUND NAVFAC is anticipating unprecedented scopes of work in remote and challenging locations within the Pacific, specifically on the islands of Yap, Palau, and Tinian. The unique nature of these projects requires an expanded view beyond NAVFACs traditional contracting partners and methodologies. To ensure successful project execution and mitigate potential risks, NAVFAC is seeking to leverage best practices from various industry sectors that have demonstrated success in managing large, complex projects in similar environments. MARKET LANDSCAPE FOR PACIFIC INFRASTRUCTURE DEVELOPMENT The Department of War is conducting market research on the multi-tiered landscape of firms capable of executing major infrastructure and engineering programs in the Pacific Islands. This market includes: Global Market Leaders: Large, publicly-traded engineering and construction management firms with a significant, long-term presence supporting U.S. defense initiatives in the Pacific. Major Regional Contenders: Large, established construction companies that have a demonstrated track record of winning and executing significant military construction projects throughout the region, particularly in Guam and the CNMI. Niche and Specialized Firms: Specialized engineering, environmental, and project management consultancies that possess deep expertise in the unique logistical and environmental challenges of the Pacific. These firms often serve as critical subcontractors or lead on discrete, specialized projects. This sources sought notice is issued to gauge the capabilities of firms across all tiers to lead and support major development programs in Yap, Palau, and Tinian, which require not only construction expertise but also sophisticated logistics planning and management, multi-project program management outside the United States, and stakeholder management. REQUIREMENT NAVFAC is seeking sources to provide a thorough analysis of the construction market and recommend a comprehensive set of contracting options. The analysis will assist with informing a comprehensive set of contracting options and a clear roadmap for implementation that complies with all applicable laws and regulations. The scope of the analysis should include, but is not limited to, the following: Risk Assessment: A comprehensive assessment of financial, relational, and execution risks, with proposed mitigations, associated with the planned construction projects. This should include execution, logistics, and international partner risks and an evaluation of the current/traditional Multiple Award Construction Contract (MACC) approach and its suitability for these specific projects. Market Research: Identification of alternative contracting strategies and sources from various sectors that are best leveraging market trends and buying power. This research should focus on innovative and successful approaches to executing large-scale projects in remote or austere environments. Each strategy should clearly identify significant risks to or constraints that would prevent execution with proposed mitigations, initial range for cost or schedule impact, and relative confidence for successful implementation. Contracting Options Analysis: A detailed analysis of various contracting vehicles and strategies, including but not limited to the following. Identify constraints on use and provide an initial government acquisition strategy with time and resource requirements for any new contract vehicles. Public-Private Partnerships (PPP) / Facilities-Based Operations and Maintenance (FBOM), Fixed-Price Award Fee (FPAF), Fixed-Price Incentive Fee (FPIF), Turnkey oversight models, particularly those effective in scenarios with limited on-site U.S. Government presence. Strategies for a follow-on Base Operating Support-Integrator (BOS-I) tail. Implementation Roadmap: A clear and actionable roadmap for implementing the recommended contracting strategies, ensuring compliance with all applicable laws, regulations, and Department of War acquisition policies. Host Nation Integration Strategy: The analysis must include a comprehensive strategy for integrating the project with the host nation's economy and culture. This should include, but not be limited to: Maximizing the utilization of local labor, subcontractors, and suppliers. A plan for skills training and capacity building within the local workforce. An assessment of potential socio-economic and cultural impacts, with proposed mitigation measures. A framework for ongoing communication and engagement with local government and community stakeholders. Constrained Opportunities: Identification of any legislative, regulatory, Department of War or Navy policy, or other constraints which if relieved would allow innovation and improved delivery. REQUESTED INFORMATION: STATEMENT OF CAPABILITIES Interested parties are requested to submit a Statement of Capabilities (SOC) that demonstrates the firm's ability to perform as a prime contractor for the efforts described. The SOC should not exceed 10 pages. Please include the following in your response: 1. Company Information: Company Name and Address Point of Contact (Name, Title, Email, and Phone Number) CAGE Code and UEI Number Business Size and any socioeconomic classifications (e.g., Small Business, Small Disadvantaged Business, HUBZone, etc.). 2. Corporate Experience: Major Development Program Examples: Provide detailed descriptions of no more than three (3) major development programs your firm has managed within the last ten (10) years. These examples should demonstrate experience in leading, managing, and integrating multi-faceted infrastructure portfolios, particularly in remote or logistically challenging environments. For each program example, please describe: Program Scope & Vision: Provide examples that best demonstrate the company's experience in market research, risk assessment, and analysis of complex acquisition strategies, particularly for large-scale construction or infrastructure projects. Integrated Management Approach: How your firm managed the integration of multiple, concurrent projects under a unified program management plan. Describe your approach to managing an integrated master schedule, dependencies between projects, and program-wide risk. Logistics and Supply Chain: Your strategy for managing long-lead procurement, material staging, and transportation in a remote environment with limited infrastructure. Stakeholder & Host Nation Engagement: Your experience working with diverse stakeholders, including U.S. government entities, host-nation governments, local community leaders, and regulatory bodies to ensure program success and build local capacity. Consulting & Advisory Role: How your firm went beyond simple construction and management to provide strategic advice, feasibility studies, and long-term planning support to the client. 3. Approach and Methodology: Briefly describe your firm's proposed approach to conducting the market research and analysis as described in the "Requirement" section. Outline the key methodologies and analytical tools your firm would employ to assess risks and evaluate contracting options. Describe your firms understanding of and experience with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other relevant DoD acquisition policies. We are specifically interested in learning about your firm's ability to act as a strategic partner in shaping and executing large-scale development visions, which can include experience with discrete, standalone construction projects.
