MARSHFIELD BUILDING MANAGEMENT SYSTEM REPLACEMENT - HVAC CONTROL SYSTEM

The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Environmentally Integrated Dairy Management Research Unit (EIDMRU) requires Replacement of the Heating, Ventilation, and Air-Conditioning (HVAC) Control System – Building Management System (BMS) with a period of performance of 60 days from the issuance of the Notice to Proceed.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.

This combined synopsis/solicitation 1232SA25Q0762 is issued as a Request for Quotation (RFQ). This combined synopsis/solicitation document, and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05.

This requirement is being solicited as unrestricted.  The North American Industry Classification System (NAICS) code for this procurement is 561210 – Facilities Support Services, with a Size Standard of  $47M.

The Government intends to award a firm-fixed price purchase order resulting from this solicitation.

SOLICITATION INCORPORATES BY REFERENCE FAR 52.212-1, 52.212-4. FAR 52.212-3 AND 52.212-5 ARE ATTACHED.

FAR 52.212-1, Instructions to Offerors – Commercial, does apply to this acquisition with no addenda to the provision.

Quoters must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, with its proposal. If the offeror has up-to-date representations and certifications in the System for Award Management (SAM) website, then this completed provision is not required to be submitted with the offeror’s proposal.

FAR 52.212-4, Contract Terms and Conditions – Commercial Items, does apply to this acquisition with no addenda to the provision.

FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items, applies to this acquisition.

EVALUATION: Government intends to make an award based upon the vendor quote that meets all technical requirements and is the most advantageous price (Lowest Price, Technically Acceptable). Competition is limited to the brand name Tridium Niagara JACE building management system (see attached Brand Name Justification). The quote should include a firm fixed price (FFP) format.

The vendor shall submit quotes via email to angela.wingert@usda.gov with a subject line of “Quote: 1232SA25Q0762”, for receipt no later than 4:00 pm EST, Wednesday, September 17, 2025. Only those quotes received by this date and time will be considered for award. Submission of a quote that does not contain all items requested below may result in elimination from consideration for award.  All Questions shall be submitted in the same format as all quotes for receipt no later than Wednesday, September 10, 2025.

The offeror’s response must contain the name, phone number, and e-mail address of the person to be contacted concerning any matter related to the solicitation.

Include the following information in your proposal:

The Government reserves the right to cancel this combined synopsis/solicitation at any time.
