This is a COMBINED SYNOPSIS/SOLICITATION for commercial supplies with services, prepared in accordance with the information in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation of Commercial Items, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued.

The reference number is N0018926QL040. This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-06 (effective 1 October 2025) and DFARS Publication Notice 20251110 (effective 10 November 2025). The NAICS code is 513210 (Software Publishers) and the Small Business Standard is $47.0M (millions of dollars). The Product Service Code is 7A21 (IT Products). The anticipated award date is no later than 31 July, 2026. The purpose of the proposed contract requirement is to procure Microsoft EES Software Solutions under the Maryland Educational Enterprise Consortium (MEEC), an annual renewal of software licenses, software maintenance, and technical support for SQL, Viso Pro, Enterprise Server, Project, Active Directory, and Microsoft 365 for 2,363 education-qualified users and 4,702 full-time students.

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award, on a sole source basis, a Firm-Fixed-Price purchase order to Bell Techlogix, Inc. for the license renewal and support of the currently installed Microsoft Software Solutions per the attached Redacted Justification and Approval for use of Other Than Full and Open Competition. As a result, this requirement will not be set aside for small business concerns. The activity’s small business office concurs with this determination.

This notice of intent is not a request for competitive proposals. However, interested persons may identify their interest and capability to respond to the requirement or submit proposals.
