The Government intends to negotiate solely with Mathworks, Inc under the authority of FAR 13.106-1(b). The only supplier of Matlab licenses and non-MathWorks tools for execution of code written for Matlab. The NAICS Code is 541519 and the Small Business Size Standard is Small Business Set-Aside.This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the presolicitation notice can be submitted via the SAM.gov website by 12:00 p.m Eastern Standard time (EST) 7 November 2025. Questions concerning this notice should be directed to Michelle Pierce at michelle.a.pierce15.civ@us.navy.mil. All responses received by 7 November 2025 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
