MATHWORKS INTENT TO SOLE SOURCE NOTICE

The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to negotiate on a sole source basis with The MathWorks Inc., 1 Apple Hill Drive, Natick, Massachusetts 01760-2098 (CAGE: 0C524) for the award of a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with an ordering period of five years. This IDIQ contract will provide MathWorks products and services including MATLAB and Simulink software, toolsets, licenses, training, software maintenance and updates, and technical support services to all Department of the Navy (DoN) user groups and locations.

The Government intends to solicit and award this requirement under the authority of 10 USC 3204(a)(1), FAR 6.103-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Information provided herein is subject to change, and in no way binds the Government to solicit for an award of a contract.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, nor will one be posted on the Government Entry Point, SAM.gov.

A determination by the Government not to compete this proposed requirement based upon responses to this notice are solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirement it may submit a written notice expressing its comprehensive understanding of the requirement along with a narrative statement of the company’s capabilities, including technical information to support the company’s ability to meet the requirement. Please note, the capability statement must contain material in sufficient detail to allow NAWCAD to determine if the party can meet all the requirements. The Government will not be responsible for any costs incurred by responding to this notice.

The North American Industry Classification System (NAICS) code for this acquisition is 513210 Software Publishers, which has a Small Business Size Standard $47.0M.
