MATHWORKS SOFTWARE - NOTICE OF INTENT TO SOLE SOURCE TO WOSB

AFTC/PZIA located at Arnold AFB, Tennessee, intends to solicit and negotiate with only one source, Enterprise Technology Solutions, Inc., in accordance with (IAW) FAR 19.1506 and as authorized by 10 U.S.C. 3204(a)(5), 15 U.S.C. 637(m), and granted by Section 825 of the National Defense Authorization Act (NDAA), for the procurement of MathWorks software renewals listed in in Atch 1 - Software Renewal Table.  As stipulated under 10 U.S.C. 3204(a)(5) and 15 U.S.C. 637(m), a Woman Owned Small Business (WOSB) may be used for sole source awards under the United States Small Business Administration program. 

NAICS code 541519-Other Computer Related Services will be used to meet the subject requirement.  Enterprise Technology Solutions, Inc. (CAGE code 62PR1) is a certified WOSB small business as of 26 September 2023 under NAICS code 541519-Other Computer Related Services.  As determined by the Contracting Officer, none of the exclusions at FAR 19.1504 apply, and:

1.  There is not reasonable expectation, based on market research, that offers would be received from two or more WOSB small business concerns;

2.  The anticipated price of the contract will not exceed $7M under the manufacturing NAICS code or $4.5M for a requirement within any other NAICS code 541519-Other Computer Related Services;

3.  The WOSB small business concern (Enterprise Technology Solutions, Inc.) has been determined to be a responsible contractor with respect to performance; and,

4.  Award can be made at a fair and reasonable price.

This notice of intent is not a request for competitive quotes.  However, the Government will consider all responses received electronically by 1:00 PM CDT, on 13 December 2024. A determination by the Government to not compete with this proposed contract action based upon responses to this notice is solely within the discretion of the Government. The information received may only be considered to determine whether to conduct a competitive procurement. All questions and comments should be addressed to Ms. Leslie R.
