    This is a Sources Sought notice only. This is not a solicitation or request for proposal and no contract will be awarded from this notice. The information in this notification is subject to change and in no way binds the U.S. Government to award a contract.

    The NAVSUP Fleet Logistic Center (FLC) Yokosuka Site Sasebo intends to issue a competitive solicitation of the MCM-1 Class ship to Master Ship Repair Agreement (MSRA) and Agreement for Boat Repair (ABR) holders located in Japan. The intention is to award this availability as a single contract. The MCM-1 Class ship is tentatively scheduled for September 2026 for a duration of approximately 20 days. This availability performance location is at contractor’s facility located on the western coast Hokkaido, compliant with MCM-1 class Mooring and Service requirement.

    To be eligible for any future contract awards, the offeror must possess a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in Japan, be certified by NAVSUP Fleet Logistics Center (FLC) and have an active registration in System for Awards Management (SAM.gov). Firms with inactive registrations will not be considered for award. Ship Repair firms that do not possess a MSRA or ABR OR are not actively working to obtain one are ineligible for response to this Sources Sought Notice.

    Responses should be five pages or less. The Government will only accept electronic submission of interest and capability.

    Interested companies should respond to this notice by submitting, via Email to the Contracting Specialist Ms. Taeko Karyu (taeko.karyu2.ln@us.navy.mil) and Contracting Officer Ms. Elsa Nakasone (elsa.k.nakasone.civ@us.navy.mil) with the subject line “Sources Sought – Hokkaido MCM Ship Repair and Maintenance” no later than 7 July 2026, 10:00 Japan Standard Time (JST).

    1. Company name, point of contact, telephone numbers, E-mail address, company Cage Code, and SAM Unique Entity ID.
    2. Capability Statement; Demonstrating their ability to perform the services described above and describe woodworking skills or experience repairing wooden mine sweeping ships.
    3. Clearly indicate whether your company intends to submit a proposal. If no, please explain why so the Government may evaluate mitigation factors for increasing competition.
