In accordance with FAR 15.404‑1, the following proposal analysis techniques were applied:
Award is based on Open Market price reasonableness established through the use of Electronic Commerce.
The proposed price was determined to be fair and reasonable based on the following:

Additional Determination:
MULLENIX, JEFF A is the only firm capable of performing the required services without causing the USDA Forest Service to incur substantial duplication of cost that would not be recovered through further competition, and without creating unacceptable delays in fulfilling mission requirements. The delivery order clearly describes all services to be performed. Price was established at the time of order placement and is within the scope, period of performance, and maximum value of the parent contract.
Informal market analysis indicates that the offered price is consistent with prices available for similar services. The contractor possesses unique knowledge and specialized capabilities essential for successful completion of the project. A further competition would not reasonably be expected to result in a more advantageous offer. The award represents the best value to the Government and the lowest overall cost alternative when considering project needs.
This justification is accurate and complete to the best of the Contracting Officer’s knowledge and belief.
