The objective of this sole source modification is to add medical gases delivery and cylinder services for Tripler Army Medical Center (TAMC), Schofield Barracks Dental Clinic, Schofield Barracks Desmond Doss Health Clinic, Naval Health Clinic Hawaii, dry ice delivery for the 15th Medical Group (MDG) and medical gases delivery for Veterinary Treatment Facilities (VTF) at Joint Base Pearl Harbor-Hickam (JBPHH), Marine Corps Base Hawaii(MCBH), Fort Shafter and Schofield Barracks to the current contract that provides medical gases for Naval Health Clinic Hawaii and its associated Medical Treatment Facilities. The anticipated modification will start on 1 September 2025 during the option year one period of performance and continue on through the remaining option periods 2 through 4 (1 October 2025 – 30 September 2028).
The contractor shall perform the following services of dry ice deliveries in accordance with the Statement of Work (SOW). Also attached is the list of estimated annual quantities and item description of medical gases for the Veterinary and Medical Treatment Facilities listed below.
AirGas USA, LLC (Airgas) is the current medical gas provider under contract HT941024P0151. Contract HT941024P0151 provides medical gases on a regular and emergency basis to Naval Health Clinic Hawaii and its associated Branch Health Clinics.

Based on market research, Airgas USA LLC (Airgas) is the only responsible company located on island that can provide the supplies. Airgas is also the current provider of medical gas and dry ice for TAMC, Schofield Barracks Dental Clinic, 15Th MDG and the VTFs. This modification will consolidate those efforts under contract HT941024P0151.
This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services for the Military Treatment Facilities and Veterinary Treatment Facilities previously listed. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Any capability statements received will be considered for future procurements however due to time constraints we are moving forward with a modification.
