    You are invited to submit a proposal for the items specified in this Request for Proposal (RFP), by the provisions contained herein, and the terms and conditions of the proposed firm fixed price subcontract entered into as a result of this solicitation.

    A Pre-Proposal Meeting and Site Visit is scheduled for 10:00 A.M, Central Time, May 01, 2025, at Wilson Hall West Entrance Lobby. The meeting provides an opportunity to discuss and clarify the RFP. However, nothing said or represented in the meeting shall be deemed to modify RFP requirements unless followed by a written amendment. Offerors are requested to submit questions relative to the RFP in advance of the meeting so the Procurement Specialist may prepare responses. Offerors’ participation at this meeting is strongly recommended.
    Except for those already having a Fermilab Access badge, anyone attending the Pre-Proposal Meeting and Site Visit must fill out an Access Request form (see link below) at least seven (7) days before the scheduled date and preferably be a U.S. Citizen. Onsite access approvals are dependent on citizenship status and the location(s) being visited. In addition, please review the Business Visitor Registration Instruction Instructions and Directions provided as part of the RFP.

    Upon request approval, the individual will receive an informal invitation letter with a QR code, which is required to be presented at the security gate, otherwise, access to Fermilab will be denied.

    Masks are required to be worn when the Community Covid Level of “high” exists. Individuals are then required to wear a KN-95 or N-95 mask. Unfiltered cloth masks are not permitted to be worn alone but can be worn over a Level 2 medical mask (double mask).

    1.1 Description
    The MI-65 transfer piping project shall demolish and rebuild piping that connects two tanks
    within the MI-65 service building. The existing piping system consists of double wall PVC piping,
    bulk head fittings, valves, and fittings. The new replacement piping system consists of welded
    stainless steel piping and flanged valves, constructed to the requirements of ASME B31.3 and
    FESHM 5031.1.
    1.2 Scope
    The subcontractor shall perform the following scope of work to provide FermiForward with a fully
    functioning piping system at MI-65.
    1.2.1 CONSTRUCTION WORK
    The subcontractor shall perform the following work:
    1. Demolition of existing double wall PVC Piping connecting the two tanks within MI-65 in
    accordance with FermiForward disposal of materials. FermiForward shall inspect
    demolished piping prior to disposal.
    2. Submission of Welder Qualification Record complying with specification section SS-9-
    002, or alternate qualification record meeting or exceeding specification section SS-9-
    002.
    3. Welding a coupon weld in the presence of FermiForward’s authorized representative.
    4. Welding the new piping system with at least 10% of the welds examined by
    FermiForward’s authorized representative.
    5. Hydrostatically testing the system upon completion of assembly.
    1.3 Activities and Timeline
    1.3.1 TIMELINE
    The subcontractor shall comply with the following timeline:
    1. Milestone 0 – 0 Calendar Days – Notice to Proceed (NTP). This milestone marks the
    point where construction work may begin;
    2. Milestone 1 – 14 Calendar Days – All material submittals;
    3. Milestone 2 – 90 Calendar Days – Complete with punch-list items remaining, piping
    installed and tested and placed into operations.
    4. Milestone 3 – 105 Calendar Days - Project Complete
