Special Notice of Intent to Sole Source:

The MCIEast Cherry Point Satellite Contracting Office, Marine Corps Air Station (MCAS), Cherry Point, NC 28533, hereby gives notice of their intent to award a purchase order to Micro Key Software Incorporated (CAGE 04LM6) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies will satisfy agency requirements.

This procurement is to provide and install software updates for the Micro Key Millenium Suite 5.X, live technical support via on-site, remote and email, problem solving, problem tracking and bug reporting via telephone, email, and the customer service portal (online) for a base period of one (1) year with a provision for one (1) 12-month option period at Facilities Systems Services Office. The applicable NAICS for this requirement is 513210 per the Purchase Description. Micro Key Millenium Suite 5.X provides life, health, and safety services for the installation, including management and monitoring of the Fire Alarm Reporting System (FARS) for MCAS Cherry Point. Market research has revealed this contractor is the only source capable of providing the required items. Therefore, the government intends to procure these services on a sole source basis from Micro Key Software Incorporated, the authorized servicing company of the Fire Alarm Emergency Dispatch software.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this notice will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
