MIDDLE SCHOOL MATHEMATICS STRATEGIC INTERVENTION PROGRAM

This Notice of Intent is prepared in accordance with FAR Subpart 5.2, Synopsis of Proposed Contract Actions for the Middle School Mathematics Strategic Intervention Program Requirement. 

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A SOLICITATION WILL NOT BE POSTED. 

The Government intends to make a sole source service contract with Curriculum Associates, LLC, a for‑profit educational services company, to purchase the organization’s annual subscription and related services. 

Curriculum Associates, LLC develops and maintains research‑based educational assessments and instructional programs designed to support student learning and educator decision‑making. The company provides curriculum‑aligned tools, diagnostic assessments, and instructional resources used by schools and school systems to improve academic outcomes. These products support data‑driven instruction and help educators identify student strengths and address learning gaps. 

DoWEA requires continued access to Curriculum Associates’ products and services in order to maintain instructional planning, assessment, and targeted intervention for students across its schools. Maintaining this subscription supports DowEA’s mission to provide high‑quality education and consistent instructional resources for students served by the Department of War. 

The sole source authority for this requirement is 10 U.S.C. 3204 (a) (1) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements (FAR 6.301-1)

The applicable NAICS Codes include 513130 (Book Publishers – Size Standard is 1000 employees) and 513210 (Software Publishers – Size Standard is $47,000,000). The applicable Product Service Code is U009. 

This notice is not a request for quotes; however, any responsible source believing that it can fulfill the requirement may submit a response and/or quote for consideration. All responding vendors must be registered to the System for Award Management (SAM). Information can be found at https://www.sam.gov. Complete SAM registration means a registered DUNS and CAGE Code numbers.

A response shall include the following information: 

• Business Name 

• Business registered DUNS and CAGE Code numbers 

• Business POC with name, title, and an email address 

• Business Size and Socio-Economic Status 

All responses, comments, questions, or concerns regarding this notice may be submitted via e-mail ONLY to london.thomas@dodea.edu by 1500 Eastern Standard Time on 30 March 2026. Responses received before the closing date may be considered by the Government for the purpose of determining the feasibility of competitive procurement. A determination to proceed with noncompetitive procurement is solely within the discretion of the Government.
