1. Set-asides, if applicable: The National Oceanic and Atmospheric Administration (NOAA) Acquisitions and Grants Office, Western Acquisition Division-Seattle Simplified Acquisitions Branch, intends to award a firm-fixed price purchase order, on a sole source basis, under the authority of RFO FAR 12.102(a) and 41 U.S.C. 1901, with MilliporeSigma to repair or replace the currently inoperable Milli-Q water purification system (FOB Destination to Santa Cruz, CA). The proposed contract action is unrestricted.

3. Description:
(i) The requirement is for a replacement for the currently inoperable Milli-Q water purification system, a high-quality ultrapure water purification system to support ongoing and future research needs. Ultrapure water is critical for sensitive laboratory applications such as HPLC/UHPLC, IC, elemental analysis, cell/molecular biology, and biochemistry to ensure accurate results in fisheries ecology, habitat assessment, and related environmental research. The contractor shall furnish, deliver, install, and commission one (1) Milli-Q® EQ 7000 ultrapure water purification system, including all specified accessories, installation services, a multi-year preventive maintenance/service contract, and trade-in/removal of the existing non-operable Milli-Q water purification system;
(ii) This presolicitation notice is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government’s requirements may submit substantiating documentation or a request for additional information in writing to the identified point of contact before the due date/ deadline of this SAM posting. Such requests and documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. The anticipated award date is estimated to be April 2026.
(iii) One of more items under this acquisition may be subject to RFO FAR 52.225-1 Buy American-Supplies.
