    The U.S Army Corps of Engineers, Middle East District. Anticipates soliciting and awarding a contract to provide the necessary construction services as described below. The project site is located at Camp Subhan, Kuwait. This will be a firm-fixed price (FFP) Design-Build (DB) contract awarded on the basis of full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 15 – Contract by Negotiation FAR Part 36 – Construction and Architect Engineer Contracts. No reimbursement will be made for any cost associated with providing information in response to this forthcoming solicitation or any follow up information request. The solicitation is anticipated to be issued on or around 19 September 2025. The existing facility consists of a missile assembly/ disassembly and canning / decanning bays, administrative offices restrooms, covered canopy, electrical, communication and mechanical rooms. The facility also includes two overhead cranes. The concrete floor slab has settled and requires to be replaced in its entirety. The new floor slab will be placed at the original design elevation. The repair also requires demolition of all interior non-load bearing walls, excluding the concrete blast walls at the disassembly room. The building systems shall be updated and must meet requirements in the International Existing building code (IEBC 2024). Office space, restrooms, mechanical rooms, and storage rooms will be constructed based on the revised floor plan. The completed repair shall provide a fully operational and usable facility meeting Kuwait Design and construction standards. The existing Paint Booth at the MADF building will be removed. The paint booth will be replaced in Kind. HVAC systems serving the building will be removed and replaced with new appropriately sized systems. The assembly/disassembly bays will be equipped with 6 compressed air drops, but the building will be equipped with a system capable of supplying 12 air drops. The MADF facility project shall include removing and replacing two wet-pipe sprinkler systems being fed from the above ground fire pump and storage tanks. The project will be constructed in accordance with current Kuwaiti and U.S. building codes, safety, and security standards. The contractor shall provide all management, administration, quality control, labor, transportation, equipment, materials, vehicles, heavy equipment, supplies and other items as necessary to perform the services contained in the scope of work. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 236220 -- Commercial and Industrial Building Construction, and the Small Business Size Standard is $45,000,000. The estimated magnitude of construction of this project is between $10 million and $25 million. The overall Period of Performance (PoP) shall be four hundred nine (409) calendar days from Notice to Proceed (NTP) for the entire scope of work.
