MISSION COMMAND TRAINING PROGRAM (MCTP) RFP AMENDMENT 4

The Government wishes to clarify the following: The Government permits offerors to submit supporting data for labor rates in an Excel file format. The Government does not permit offerors to submit historical and budgetary data supporting Fringe and indirect cost rate calculations in a separate workbook as an attachment to the Cost Volume, instead of completing the indirect rate worksheet templates within Attachment 11. The BLUEFOR Simulation Control Plan and Exercise Strength Manning and Equipping Document are not included in the page count as revised in Attachment 12 Section L page 9. Note revised proposal submission instructions in Attachment 12 Section L page 5 and page 12 including utilizing email for any CUI submissions and increasing the size of any single attachment to not exceed 15 megabytes.
