MISSOURI RIVER RECOVERY MANAGEMENT PLAN ADAPTIVE MANAGEMENT SUPPORT

On or about 17 December 2025, this office will issue Request for Quote (RFQ) for MISSOURI RIVER RECOVERY MANAGEMENT PLANT ADAPTIVE MANAGEMENT SUPPORT, Omaha District, Nebraska. 

The solicitation will close on or about 9 January 2026. This solicitation is restricted to UNRESTRICTED FULL AND OPEN COMPETITION, FIRM FIXED PRICE SERVICE AWARD. 

Project Description:

 This is a non-personal services contract to provide Adaptive Management (AM) support for implementation of the final MRRMP-EIS, implement the USFWS BiOp issued to the USACE, and participate as a member of the Technical Team (TT). The USACE shall not exercise any supervision or control over the contract service providers performing the services herein. The contractor’s staff shall be accountable solely to the contractor who, in turn, is responsible to the USACE. This is a fixed priced, performance-based service contract where the government defines and measures desired outcomes, while contractor methods are generally not constrained or directed.

Period of Performance:
Base year 1-year, with two (2) optional periods

The Primary North American Industry Classification System (NAICS) code anticipated for solicitation is 541990, All Other Professional, Scientific, and Technical Services, with a size standard for Small Business of $19M.

Place of Performance: The work to be performed under this contract shall be performed at the Corps of Engineers, PO Box 710, Yankton, South Dakota.
