MODEL BASED SYSTEMS ENGINEERING (MBSE)

This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The purpose of this requirement is to procure Brand Name Dassault Systemes' Model-Based Systems Engineering (MBSE) commercial products, to include Cameo Systems Modeler and the associated plugins and tools. The brand name Justification is an attachment to this solicitation as is the SF 1449 and the Request for Quote which includes the CLIN Schedule and the required FAR and HSAM clauses.

Proposals are due no later than 9AM EDT, September 29, 2025.  Submissions must include the following:

1.  Cover Letter with 
   • Solicitation Number and Solicitation Title
   • Contractor Name and complete list of subcontractors, if applicable
   • Point(s) of Contact (Name, title, e-mail address, phone number)
   • Administrative / business contact information (e.g., name, address, phone/fax, email address,
     • UEI, NAICS)
   • Any other information offeror finds pertinent.
2.  Representations & Certifications, Amendments, and Provisions
   • The offeror shall ensure all necessary provisions, representations and certifications, and amendments are completed and provided as a part of this Volume submission. Failure to acknowledge all amendments issued by the Government may result in the proposal submitted in response to the RFQ being found non-responsive by the Government.
3.  signed SF1449 that demonstrates the offeror’s agreement to comply with all amendments issued (SF30s), all SOW tasks and solicitation terms and conditions without exceptions or assumptions.
4. Offerors must provide confirmation that they are an authorized reseller of the Dassault products referenced in the CLIN schedule.
5. Offerors shall include a self-certification statement documenting that they are capable of providing the Dassault products referenced in the CLIN schedule for twelve (12) months (Base Period), with three (3) twelve- month option periods.
6. Offerors must provide confirmation they are a registered in the System for Award Management and their registration is active for all awards.
7. The Offeror shall submit a Firm Fixed Price (FFP) price proposal for all CLINs identified in RFQ Part 2.3- CLIN Schedule, including pricing to account for all of the option periods.
