The Naval Sea Systems Command (NAVSEA) intends to use other than full and open competition, pursuant to 10 U.S.C. 3204(a)(1), to award a modification to existing contract N00024-20-C-4315 with Oceaneering International, Inc. (OII) at Naval Base Coronado, San Diego, CA. OII is the Submarine Rescue Operations and Maintenance Contractor (SROMC). The contract modification will extend the period of performance by 18 months to December 2027 and establish new level-of-effort, materials and travel costs Cost-Plus-Fixed-Fee items for continued operation and maintenance efforts in support of the U.S. Navy Submarine Rescue System (SRS). The SROMC under the contract is responsible for: maintaining all systems in a constant high state of readiness and providing appropriate and sufficient personnel and services necessary for the engineering, management, technical and logistic support, mobilization, deployment, operation, storage, and repair and maintenance of the SRS on a 24-hour-per-day, 7-day-a week basis. The efforts covered under the modification encompasses operation and maintenance support for the submarine rescue systems that perform rescue operations worldwide during distressed submarine (DISSUB) rescue events, training/exercise, operations domestic and international, equipment certification, Operational Readiness Evaluations (ORE), and a transition of the submarine rescue classification certification from military standards to a commercial standard. OII is the only responsible source with the requisite certifications, knowledge, and expertise capable of satisfying the Navy requirements within the time required. OII is the only known source that is qualified to perform the scope of operation and maintenance and certification work based on the active certification list contained in NAVSEA NOTICE 5000. Parties may express their interest and capability in response to this synopsis which will be considered by NAVSEA. Responses to this notice must be received by March 26, 2026.
