MORIAH WIND SYSTEM (MWS) AND DIGITAL WIND SYSTEM (DWS) SUPPLIES AND SERVICES INTRODUCTION

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole source basis for the issuance of a Basic Ordering Agreement (BOA) contract with Quality Performance, Inc. (QPI), 11207 Single Oak Road, Fredericksburg, VA  22407.  It is anticipated that orders will be placed against this BOA for Moriah Wind System (MWS) and Digital Wind System (DWS)for System Repair; System Upgrade; System Upgrade Kit; System Change Kit; Technical Data; Technical Studies; Diminishing Manufacturing Sources and Material Shortages mitigation strategies (DMSMS); Installation and Checkout (INCO) Spares; Testing; Technical Services; Engineering Services; Refurbishment Services; Storage Services for Government Property; Travel; Hardware; Software; Engineering Change Proposals and Training . QPI is the only authorized distributor in the United States for the DWS and MWS Original Equipment Manufacturer (OEM) Aeronautical & General Instruments Limited of Dorset UK (AGI) for all phases of support for the US Navy. 

Previous announcements in Federal Business Opportunities of the MWS were conducted utilizing the Product Service Codes (PSC) Classification Code 66, Instruments and Laboratory Equipment and 17, Aircraft Launching, Landing & Ground Handling Equipment.  It also was released under North American Industry Classification System (NAICS) codes 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing and Other Measuring and 334519, Controlling Device Manufacturing.  After review of previous NAICS and PSC codes, an agreement between NAWCAD Small Business and Contracting Office Representatives determined the most appropriate codes for the MWS are Classification Code 66, Instruments and Laboratory Equipment and NAICS 334519, Other Measuring and Controlling Device Manufacturing.  This advertisement shall be posted in all previously utilized codes one time.  All future advertisements for the MWS will be advertised as PSC Classification Code 66 and NAICS 334519 only. 

The Government intends to procure the above items under the authority of 10 USC 2304(c)(1), FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.  This is not a request for competitive proposals.  However, responsible sources are encouraged to submit a response to this synopsis in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement.  A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the Government.  Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
