    The U.S. Geological Survey (USGS), Geology, Energy & Minerals Science Center, plans to award a non-competitive purchase order to Attagene, Inc. (Attagene) for multi-endpoint gene regulatory assays to evaluate cellular responses to organic chemicals extracted from groundwater samples in petroleum hydrocarbon contaminant plumes. The anticipated contract will be firm, fixed-price with a base year and four option years to analyze approximate 10 samples annually.

    Attagene is the only source reasonably available based on the following. 1) No other entity is known that has comparable suite of assays or publicly available data associated with it. While the assays may be available individually, high-throughput format and quality control data are not available for those assays. 2) Attagene has already generated data for thousands of individual chemicals, and these data are publicly available in US EPA¿s database (actor.epa.gov) and are necessary for prioritization of contaminants in our samples and will aid our identification of chemicals responsible for toxicity.


    In accordance with Revolutionary FAR Overhaul (RFO) 5.101c(4)(vi), all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency; however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government intends to award this requirement noncompetitively in accordance with Revolutionary FAR Overhaul (RFO) 12.201-1.
