    1.0 INTRODUCTION & PURPOSE
    The 6th Contracting Squadron (6 CONS) at MacDill Air Force Base, FL, is issuing this Request for Information (RFI) to conduct early industry engagement for the upcoming Multiple Award Construction Contract for Wing Infrastructure & Next-Generation Structures (MACC-WINGS) IDIQ and its anticipated Seed Project, Repair Dorm B377 (Project NVZR 21-0081).

    The Government is publishing the attached DRAFT Statements of Work (SOWs) exclusively to solicit feedback, comments, and market intelligence from the construction and Architect/Engineering (A/E) industry.

    This is NOT a Request for Proposal (RFP), Invitation for Bid (IFB), or an announcement of a formal solicitation. No contract will be awarded from this announcement. The Government will not reimburse any costs associated with responding to this RFI.

    2.0 RULES OF ENGAGEMENT (PLEASE READ CAREFULLY)
    The sole purpose of this posting is to gather industry feedback to refine the acquisition strategy and technical requirements prior to finalizing the formal solicitation.

    • No Q&A Responses: The Government will not respond to individual questions, publish a formal Q&A document, or engage in dialogue regarding the feedback submitted under this notice.

    • Information Only: All feedback received will be reviewed internally by the Government acquisition team and used solely at the Government's discretion to improve the final RFP.

    3.0 PROJECT OVERVIEW

    • MACC-WINGS IDIQ: A flexible, multi-discipline construction vehicle with a target pool of (TBD) awardees and an overall MACC-WINGS ceiling of $700,000,000.00. The IDIQ utilizes multiple delivery models, including Single-Phase Design-Build, Progressive Design-Build, and Fast-Track Accelerated delivery.

    • Seed Project (Repair Dorm B377): A comprehensive, $8M+ Design-Build facility renovation requiring a complete mechanical overhaul (Carrier chiller standardization), new aluminum standing-seam roofing, blast-resistant exterior openings (UFC 4-010-01), and adherence to High-Performance Sustainable Building (HPSB) mandates.

    4.0 REQUESTED INDUSTRY FEEDBACK
    The Government requests that interested contractors review the attached DRAFT SOWs and provide feedback. While all constructive feedback is welcome, the Government is specifically interested in industry perspectives on the following topics:

    1. Schedule Feasibility: The Seed Project (Dorm B377) proposes a 515-day total Period of Performance (150 days Design / 365 days Construction). Given current regional supply chain constraints (specifically for HVAC equipment and structural steel), is this timeline realistic?

    2. Delivery Model Clarity: Does the MACC-WINGS SOW clearly define the expectations for the diverse delivery models, particularly the requirements for the Phase I Constructability Validation and Value Engineering (VE) reporting?

    3. Key Personnel & Certifications: Are the minimum requirements for Key Personnel (e.g., LEED AP BD+C, USACE CQM, Florida CGC licensing grace period) clear, achievable, and aligned with current market availability?

    4. Local Market Mitigation: Does the SOW's authorization for early material procurement/off-site storage payments provide adequate relief for supply chain volatility?
