ADDED 3 FEB 2026 Submission and Evaluation Strategy Fair Opportunity: This requirement is issued pursuant to FAR Subpart 16.505. Flexible Participation: Contractors may submit proposals for one, two, or all three projects. Individual Proposal Requirements: A separate and complete proposal package must be submitted for each specific project. Independent Evaluation: Each proposal will be evaluated independently. Contractors are eligible to be awarded multiple projects. Initial Proposals: The Government anticipates making awards based on initial proposals without conducting exchanges. Offerors are encouraged to submit their best terms immediately. The Government reserves the right to conduct exchanges if deemed necessary.
