Naval Facilities Engineering Systems Command (NAVFAC) Marianas

Subj:   REQUEST FOR QUOTATION NO. N40192-25-T-9008; Strategic Planning Facilitation Services, Guam.  

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 

This request for quote (RFQ) is for services related to the Naval Facilities Engineering Systems Command (NAVFAC) Marianas annual Executive Steering Group (ESG) Summit, which serves as a vital platform for senior leadership to collaboratively develop the Fiscal Year Annual Execution Plan (AEP). This plan outlines key actions, initiatives, and resource allocations required to achieve the command's strategic objectives, aligning with Department of Defense (DoD), Department of Navy (DoN), and NAVFAC headquarters priorities. The AEP is essential for ensuring effective and efficient execution of NAVFAC Marianas' mission, enabling the command to adapt to dynamic operational requirements and resource constraints.

The contractor shall quote pricing for each item on the Attachment 3: Price Schedule. The contract requirements for this items are outlined in Attachment 1 “Contract Requirement” & Attachment 2 “Statement of Work”.  

CURRENCY OF QUOTES:  Quotations shall be priced in U.S. dollars. 

The following apply to this acquisition:

1) FAR 52.212-1, Instructions to Offerors – Commercial Items,

2) FAR 52.212-4, Contract Terms and Conditions – Commercial Item,

3) FAR 52.212-5, Contract Term and Conditions Required to Implement Statutes or Executive Orders – Commercial Items,

4) All other provisions and clauses included in Attachment 1, “Contract Requirements” are those in effect through Federal Acquisition Circular 2019-03.

The offerors must have updated “Representations and Certifications” in SAM or complete the “Representations, Certifications and Other Statements of Offerors” section in the Attachment 2 and submit with its offer.

The Price Quote Form has been provided in Attachment 3, “Price Schedule” of the RFQ. Proposing contractors may present questions to NAVFAC Far East’s point of contact, Daniel N. Calvo, email at daniel.calvo.civ@us.navy.mil  

The end date for any question submittal shall be (Wednesday) 16 July 2025 at 13:00hrs Guam Time, and questions submitted after that time shall not be answered. Submitting questions is not required to qualify for award, but is recommended. Please submit any questions to the Government using Attachment 4, “Questions and Answers Form”.

The proposal is due on (Thursday) 24 July 2025 at 11:00AM Guam Time. 

Any amendment to this RFQ will be posted on https://beta.SAM.gov. 

Proposing contractors shall acknowledge receipt of all amendments at the time of submitting quotation packages.
