This procurement will result in the award of one (1) contract utilizing the Lowest Price Technically Acceptable (LPTA) process as described in FAR 15.101-2. Technical and price factors will be provided in the solicitation. DFARS 336.204 Disclosure of the magnitude of construction projects: Between $25,000,000 to $100,000,000. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The North American Industry Classification Standard (NAICS) is 237120, (Oil and Gas Pipeline and Related Structures Construction, and the small business size standard is $45 million. Large business concerns will be required to submit an acceptable subcontracting plan in accordance with FAR 52.219-9 Small Business Subcontracting Plan.
PROJECT/REQUIREMENT DESCRIPTION: This procurement is a design-bid-build (DBB) to include fuel system upgrades at Naval Air Station Whidbey Island (NASWI), Washington. The period of performance is 730 days after contract award. The Pre-Solicitation Notice was published to Contract Opportunities on SAM.gov on March 12, 2025. ADDITIONAL INFORMATION. THIS SOLICITATION WILL BE OFFERED IN ELECTRONIC FORMAT ONLY. NO HARD COPIES WILL BE PROVIDED. The solicitation will be available on the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module at https://piee.eb.mil/. Amendments will be posted on SAM.gov with access via the PIEE website. This will be the only method of amendment distribution; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. Prospective Offerors MUST register themselves on the PIEE website, and are encouraged to designate multiple Proposal Managers from their organization.
