Adobe GPE Combined Synopsis/Solicitation

This notice is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quoters are being requested and a written solicitation will not be issued.

This notice is being issued as a Request for Quotations (RFQ) under solicitation number 80TECH25QA030 for a Brand Name Single Award NASA Adobe Blanket Purchase Agreement (BPA).

The provisions and clauses in the RFQ are those in effect through FAC 2025-5 current FAC which can be obtained from https://www.acquisition.gov/browse/index/far

This acquisition is a Brand Name Full and Open Competition.

The NAICS Code and Size Standard are 513210 and the small business size standard is $47M average annual receipts.  The quoter shall state in their quote their size status for this acquisition.

All responsible sources may submit an offer which shall be considered by the agency.

Delivery is to any NASA Center, component facility, or Contractor leased facility and will be identified in each call order.

Quotes for the NASA Adobe BPA are due by the time specified in this SAM.gov posting and must include, solicitation number,  discount/payment terms, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative.

Quoters shall provide the information required by FAR 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, (SEP 2023) which is incorporated by reference. Addenda to FAR 52.212-1 is located in Enclosure 2, Instructions to Quoters and Enclosure 4, Adobe Pricing Exhibit.

FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services, (NOV 2021). The Government will award a BPA resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation criteria is provided in Enclosure 3, Evaluation Criteria.

The Government intends to award a Single-Award Blanket Purchase Agreement (BPA) resulting from this RFQ to the lowest price technically acceptable Quoter following the Evaluation Criteria with the RFQ.

All quoters shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Products and Commercial Services, (MAY 2024) Alternate I (FEB 2024) and all provisions provided in Enclosure 5 with its quote or complete all required electronic annual representations and certifications at SAM.gov.

FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, (NOV 2023) is applicable. Addenda to 52.212-4 is provided in Enclosure 1, BPA Terms and Conditions.

FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, (DEVIATION FEB 2025) (Jan 2025) is applicable and the associated clauses are incorporated by reference as stated in Enclosure 1, BPA Terms and Conditions.

The Quality Assurance Surveillance Plan (QASP) is provided for informational purposes only. It is not a part of the resultant contract and is subject to change at the discretion of the Government.
