NATIONAL LAW ENFORCEMENT TELECOMMUNICATIONS SYSTEMS (NLETS) AND NCITE® KIOSKS SOFTWARE SUBSCRIPTION RENEWALS

SUBJECT: National Law Enforcement Telecommunications Systems (NLETS) and NCITE® Kiosks Software Subscription Renewals

This notice of intent is published in accordance with Federal Acquisition Regulation  (FAR) 5.201 and is NOT a request for proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed solicitation number is W909MY-26-Q-C001.

The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Belvoir Division in support of Product Manager Force Protection Systems (PM - FPS)/Automated Installation Entry (AIE), intends to award a Firm Fixed Price (FFP) contract on a sole source basis with HID Global Corporation under the authority implemented by FAR by FAR 6.302-1(a)(2)(iii)(A). The requirement is for the renewal of software subscriptions for the Hughes Identification Devices (HID) Global National Law Enforcement Telecommunications Systems (NLETS) and National Counterterrorism Innovation, Technology, and Education Center (NCITE)® Visitor Management Systems Kiosks. The applicable North American Industrial Classification Systems (NAICS) code for this requirement is 513210- Software Publishers. Product Service Code (PSC): 7A21 - IT and Telecom - Business Application Software (Perpetual License Software).

Renewals are as follows:

HID NCITE VETTING SERVICE License NC-VET-SUB-2 – Quantity of 83 sites

HID NCITE VISITOR MANAGEMENT SYSTEM License NC-VMS-HW-SUB-2- Quantity of 33 kiosks

Interested parties may identify their interest and capability to respond to the requirement no later than 15 calendar days after the date of this synopsis, 23 January 2026.
