NATIONAL WEATHER SERVICE COMMERCIAL DATA PROGRAM (NATIONAL MESONET PROGRAM)

THIS IS A SYNOPSIS OF A PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION.

The Department of Commerce, National Oceanic and Atmospheric Administration, Acquisition and Grants Office, Eastern Acquisition Division on behalf of the National Weather Service has a requirement for the Commercial Data Program (CDP). The Government intends to acquire mesonet and related meteorological observational data via commercially available non-federal weather observing sources to fill gaps in federal weather observation networks and extend its reach to observing systems types beyond federal capabilities.

The CDP acquisition shall utilize the acquisition procedures in Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, in conjunction with FAR Part 15, Contracting by Negotiation.

The North American Industry Classification System code for this acquisition is 518210, Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services, with a size standard of $40 million. The solicitation will be unrestricted (no small business set-aside) and will be solicited under full and open competition procedures.

The anticipated award shall be a single-award Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract.

The IDIQ lifecycle shall consist of a five one-year ordering periods from the date of award.

A Request for Proposal (RFP) solicitation will be made available for download on or about August 25, 2025 at http://www.sam.gov. Paper copies of the solicitation will not be issued. The RFP number for this solicitation will be 1305M225R0027.

It is required that all prospective contractors register on SAM and maintain an active registration during the life of the IDIQ and subsequent individual Orders. SAM registration is required for award.
