The contract will be executed as one overall main contract and the conditions in the Danish General Conditions for Building and Construction Works and Supplies (AB18) will apply.
The U.S. Government reference for the project is ICB-Denmark-Korsør and all correspondence in relation to the project should refer to this reference.
PROJECT SUMMARY AND SCOPE
The Naval Base facilities need to be renovated and upgraded, and new technical installations must be established. The use of the Naval Base is currently limited due to shallow water depths and a limited number of locations where mobile cranes and heavy traffic can operate. Additionally, essential renovation of the base is needed to prevent further limitations in the use of its quay facilities. As the same time, a need has been identified for additional quay length in order to expande overall capabity, particularly in relation to the Danish Armed Forces’ task of providing NATO support.
The project will be carried out according to the project model of early contractor involvement. This means that the contractor is involved during the design phase, and in cooperation with the technical advisor, the project is developed up to the time at which the work is initated. The contract thus consists of a cooperaton agreement that regulates the collaboration between the technical advisor, the contractor, and the DDEA during the design phase, and the contractor for the actual constructing works.
BECOMING ELIGIBLE TO BID
NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis.
The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.

The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the TEXT of your email:
- the title and/or solicitation number of the project
- the name/phone/FAX/email of the company employee who should receive the bid documents
After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project.
