NAVSEA 21C INDUSTRY DAY ANNOUNCEMENT - SURFACE SHIP REPAIR ACQUISITION CONTRACT STRATEGY INITIATIVES

Industry Day Announcement in support of Naval Sea Systems Command (NAVSEA).

THIS NOTIFICATION IS BEING MADE TO PROVIDE PARTICIPANTS WITH THE MAXIMUM AMOUNT OF TIME FOR SCHEDULING. THIS MEETING IS VIRTUAL.

The program office for Acquisition and Contract Strategy (NAVSEA 21C) intends to conduct a Virtual Industry session on August 15, 2025 with a second, similar session on August 22.  NAVSEA 21 is providing updates and an opportunity to provide feedback and updates

Program Background: On March 27, 2025, the Government engaged with industry on three specific initiatives as part of the National Ship Repair Industry Conference event. The engagement generated feedback and inquiries, and this industry day aims to address and clarify some of the questions raised.  The initiatives focus on earlier awards for complex CNO availabilities, targeted scope contracts to secure dedicated trade skill resources and materials for high risk systems, and longer term multi-ship contracts for continuous and emergent maintenance.

Industry Day Purpose and Details: NAVSEA 21 will host a virtual industry day to provide an update on initiative progress, address previous feedback from industry, and provide an opportunity to ask questions.  Two similar one-hour virtual sessions will be held to provide an opportunity for wider participation. 

What / Where to Submit:

1. Companies that already possess a current NAVSEA Master Ship Repair Agreement (MSRA): Email the primary and secondary points of contact listed in this announcement by August 8, 2025 at 12:00 PM EST with a subject line that states “Contract and Acquisition Strategy Industry Session.” The email should contain the name of the company, CAGE code, and the name(s), phone number(s), and email address(es) for the proposed attendees.
2. Companies that do not already possess a NAVSEA Master Ship Repair Agreement (MSRA):  Email the primary and secondary points of contact listed in this announcement by August 8, 2025 at 1200 EST with a subject line that states “Contract and Acquisition Strategy Industry Day.” The email should contain the name of the company, CAGE code, and the name(s), phone number(s), and email address(es) for the proposed attendees. The email should also include a brief description of your company and its capabilities as they relate to Signature Availabilities, Targeted Scope Contracts, Multi-Ship Sustainment Partnership (MSSP) contracts, and answers to the following specific questions. Please limit your response to no more than five (5) pages.
   1. Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code 336611 (a small business must have 1,300 or less employees)?
   2. How many employees does your company have?
   3. Does your company have a website? If so, what is your company’s website address?

Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. This Industry Day announcement is released in accordance with FAR 15.201. This announcement is not a request for proposal. Information provided in response to this announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract.  

No telephone inquiries will be accepted and requests for solicitation packages will not be granted, as a solicitation has not been prepared at this time.

When to Submit: Responses are requested no later than 12:00 PM Local Time, Washington D.C. on 08/8/2025.

Other: The Government will not pay for any effort expended or any material provided in response to this announcement or any follow-up information requests, nor will the Government return any data provided.
